The Fiscal “House of Origin” cutoff occurred on Monday, February 9th. This means that any bills not deemed Necessary to Implement the Budget (NTIB) that did not receive a vote out of their fiscal committee are considered dead for the session.
A major development last week was SB 6346 – the “millionaires tax,” which was voted out of Senate Ways and Means on Monday, the final day of the fiscal cutoff, and is now expected to be debated on the Senate floor soon.
On Tuesday, both the House of Representatives and the Senate moved into Floor Action, where the full membership of each chamber debates and votes on bills. All legislation must pass out of its House of Origin by Tuesday, February 17th to remain alive for the session.
